I know this is an older message, but svn2tfs still does this.

The happens for me when code is copied from one folder into another folder within the repository. (It creates a link instead of a copy, perhaps?) Then the SharpSvn client basically ignores links when it is downloading the changes. When the tfs replay runs, it cannot find the file and issues a warning, but svn2tfs keeps on running. Later on, another revision tries to do specific things with the linked file that causes this error.

My solution was to manually run SVN export of the revision, create a new TFS workspace and pull down the files, check out all files from TFS, copy the changed files from the export into the TFS workspace with an xcopy command (xcopy /e/d/f/h), then run a check-in.

After that, I could continue on with svn2tfs migration.

However, sometimes you just get the warnings without a crash, and you can migrate many revisions and still be missing the linked files. That's really bad.
